Tarieven

1.   Uurtarieven Kober 2025 stijgen 7,8% 
   In 2025 stijgen de Kober-uurtarieven met 7,8%. Deze stijging komt vooral door de hogere loonkosten voor onze medewerkers en inflatie.
2. Kinderopvangtoeslag stijgt met 4,5%.
   De overheid verhoogt de maximum uurtarieven voor 2025 met gemiddeld 4,5%. Daarnaast krijgen de middeninkomens – de mensen die jaarlijks tussen de € 29.400,- en € 159.200,- verdienen – méér kinderopvangtoeslag. Kinderopvang wordt voor deze groep betaalbaarder; zij betalen in veel gevallen een lagere eigen bijdrage in 2025.

3. Afwegingen Kober bepaling uurtarieven 
   Voor de tariefbepaling gaat Kober uit van maatschappelijk verantwoorde tarieven waarbij de factoren normuurtarief, kostenstijging, maatschappelijke ontwikkelingen, gezonde bedrijfsvoering en impact voor ouders zorgvuldig worden afgewogen. Er wordt gezocht naar een balans tussen wat nodig is voor een gezonde bedrijfsvoering en wat goed is voor de ouders in de huidige tijd. Net als voorgaande jaren heeft Kober overlegd met de Centrale OC en de diensten en tarieven 2025 ter advisering aan de Centrale OC voorgelegd. De Centrale OC heeft positief geadviseerd op de diensten en tarieven 2025.

6. Nieuwe uurtarieven doorgeven aan de Belastingdienst 
   In de Ouderapp vind je de tarieven voor 2025 voor het door jou afgenomen pakket. Het is belangrijk dat je de nieuwe uurtarieven doorgeeft aan de Belastingdienst.

Dienstenaanbod 2025 en aanscherpingen beleid

Kober biedt haar ouders in 2025 dezelfde diensten aan als in 2024. Wel breiden we onze aanvullende contractvoorwaarden uit en wijzigt de afmeldtijd voor optionele uren. Hieronder lichten we toe wat dat inhoudt.

1. Aanvullende contractvoorwaarden (lees ze hier)
   1. Herroepingsrecht
      Je kunt tot 1 maand voor de ingangsdatum de overeenkomst kosteloos annuleren. Vanaf de dag van ondertekening heb je 14 dagen het recht om de overeenkomst zonder opgave van reden per direct te herroepen. Je kunt dit doen via dit modelformulier of door een e-mail te sturen naar [email protected]. Als de opvang al is gestart binnen deze periode van 14 dagen, dan betaal je wel de dagen die zijn afgenomen. Na de herroepingstermijn van 14 dagen geldt een opzegtermijn van 1 maand, welke je verplicht bent te betalen. Tijdens de opzegtermijn kan er gewoon gebruik worden gemaakt van de opvang.
   2. Pilots
      Gelijke ontwikkelkansen voor ieder kind. Daar draait het om bij Kober kinderopvang. Om ervaringen op te doen vanwege de verwachte herziening van het toeslagenstelsel en de toegang tot kinderopvang en om de effecten van veranderingen in kaart te brengen, voert Kober een aantal pilots uit. Neemt je kind deel aan één van de pilots? Dan ontvang je een contract met een looptijd voor de duur van de pilot. Het tarief van een pilot kan afwijkend zijn van de reguliere tarieven. Zodra de pilot ten einde komt en je wenst gebruik te blijven maken van één van de opvangvormen van Kober, ontvang je een nieuw contract volgens de reguliere tarieven.
2. Studiedagen
   We hechten veel waarde aan de ontwikkeling van onze medewerkers en vinden het belangrijk dat zij de tijd en ruimte krijgen om te leren en groeien. Daarom organiseren we maximaal twee Kober-studiedagen per jaar, waar medewerkers als team hun kennis en vaardigheden kunnen versterken. We sluiten onze locaties alléén op studiedagen die samen met de scholen worden gepland. Op deze dagen is opvang helaas niet mogelijk. We stemmen de datum altijd af met de lokale oudercommissie en laten je minstens vier weken van tevoren weten wanneer de studiedag plaatsvindt. De gemiste opvanguren van deze dag betaalt Kober jou terug. Kijk voor meer informatie op onze website op deze pagina.
3. Optionele uren
   Het inzetten van optionele uren is een service en geen recht. Elk jaar bekijken we opnieuw of we deze service willen afschaffen, beperken of behouden. Voor 2025 kiest Kober ervoor om de service van het inzetten van optionele uren te behouden. Voor 2026 bekijken we dit opnieuw. In 2024 hebben we – ondanks de drukte op de groepen – gemiddeld 75% van alle aanvragen goedgekeurd.
   Wat zijn optionele uren en hoe bouw je ze op?
   Soms wil je of kun je geen gebruik maken van onze opvang. Die gemiste uren kun je later inhalen. Om optionele uren op te kunnen bouwen, meld je als ouder je kind via de Ouderapp af vóór 07.30 uur. Dit geldt voor kinderdagopvang, peuteropvang, buitenschoolse opvang en schoolvrije dagen. Voor vakantieopvang meld je je kind 4 dagen van te voren af en bij ziekte voor 07.30 uur.
   Spelregels optionele uren – hoe werkt het en hoe zet je ze in?
   In de spelregels staan de werkwijze en de voorwaarden uitgelegd. Je vindt ze hier en in de Ouderapp onder de knoppen Locatie → 5. Ouderapp → Spelregels uren inzetten.
   Kun je om wat voor reden dan ook je optionele uren niet inzetten, dan ontvang je hiervoor géén financiële compensatie.
4.  Op tijd je kind afmelden is belangrijk en geeft mogelijkheden
   Helaas hebben we nog steeds te maken met een krappe personeelsplanning. Daarom willen we je vragen om je kind(eren) op tijd af te melden als het een keer niet komt. Dus gaat je kind uit logeren, op vakantie, of een dagje uit terwijl het normaal gesproken naar de opvang komt? Meld deze dag dan zo snel mogelijk af via de Ouderapp. De gemiste uren kun je onder bepaalde voorwaarden inhalen. Hoe dat werkt, lees je in deze spelregels. Daarnaast is het ook voor Kober fijn als je je kind op tijd afmeldt. Zo weten wij niet alleen hoeveel pedagogisch medewerkers er op een dag nodig zijn, maar kan een ander kind eventueel gebruik maken van die opengevallen plek door het – onder de juiste voorwaarden – inzetten van optionele uren.
5.  Sluitingsdagen
   In 2025 zijn onze locaties gesloten op:

·        Nieuwjaarsdag – woensdag 1 januari
·        Tweede Paasdag – maandag 21 april
·        Bevrijdingsdag – maandag 5 mei
·        Hemelvaartsdag – donderdag 29 mei
·        Tweede Pinksterdag – maandag 9 juni
·        Eerste Kerstdag – donderdag 25 december
·        Tweede Kerstdag – vrijdag 26 december
·        2 nader te bepalen studiedagen voor onze medewerkers (zie ook kopje ‘studiedagen’)

Fees

1. Kober’s hourly rates to increase by an average of 7.8% in 2025The hourly rates charged by Kober will rise by an average of 9.1%*. The increase is primarily due to the steep rise of the labour costs for our employees, which are based on the adjusted CLA (Collective Labour Agreement), and inflation. The increase only covers the costs and is not aimed at making a profit.
2.  Childcare allowance to rise by 4.5%
   The government is raising the maximum hourly rate by an average of 4.5%. In addition, people on middle incomes – those who earn between €29,400 and €159,200 per annum – will receive more childcare allowance, making childcare more affordable for that particular group, who will, in many cases, pay a lower parental contribution in 2025.

3.  Kober’s reasons for new hourly rates
   Kober bases the size of the fees on socially-responsible rates; we first carefully weigh all the relevant factors, i.e. the standard hourly rate, price increases, developments in society, healthy business operations and the impact on parents. Then we try to find a balance between what we need for healthy business operations and what we can do for the parents in today’s society. As always, Kober has discussed the services and fees for 2025 with the Central Parents’ Committee [Centrale Oudercommissie] and submitted them to that committee for advice. The Central Parents’ Committee [Centrale Oudercommissie] has advised favourably on the services and fees for 2025.

6. Report hourly rates to the Tax Administration
   The Parents’ App [Ouderapp] lists the 2025 rates for your specific service package. It is important that you report the new hourly rates to the Tax Administration [Belastingdienst].

Our range of services in 2025 and tightened policies

Kober will offer the same range of services to parents in 2025 as for 2024. However, we have added more terms and conditions to our contracts, and we are changing the deadline for cancelling a day’s service if you want to accrue optional hours. Below, we shall explain what that means.

1. Supplementary terms and conditions of our contracts (read more here)
   1. Right to reconsider the contract
      You may cancel the contract up to 1 month before its effective date, free of charge. You have the right to reconsider the contract and then cancel it without stating the reasons for a period of 14 days after you sign it. To reconsider the contract, please use this model form or send an email to [email protected]. If you have already started using our childcare service within that 14-day period, you will be charged for the days of service you have used. After the 14-day reconsideration period, the notice period is 1 month, during which you are obliged to pay for the service. You may use our childcare services as usual during the notice period.
   2. Pilot projects
      Equal development opportunities for all children – that is Kober Kinderopvang’s goal. Kober is planning to launch a number of pilot projects related to the anticipated review and reorganisation of the allowance system and access to childcare; we hope the pilots will help us learn from the experience so we can assess the effects of the changes. If your child takes part in one of the pilot projects, we will send you a contract for the term of the pilot. The fees during the pilot project might deviate from the normal fees. If you still wish to use one of Kober’s childcare services after the pilot project ends, we will send you a new contract with the normal fees.
2. Study days
   We appreciate the impact of our workforce’s development and education and believe it is important that they have the time and space to learn and grow, which is why we arrange two Kober study days, no more, per year, when our employees can improve their knowledge and learn new skills as a team. We only close our branches on study days that are scheduled to coincide with school arrangements. However, it does mean that our childcare services are not available then. We always coordinate the dates with the local parent committee and will inform you of the actual date of the study day at least four weeks in advance. 3. Optional hours
   The use of optional hours is a service, not a right. Every year, we review this service and whether we can keep it in our range of services, must limit it or are forced to cancel it. Kober has decided to keep the service for optional hours available for 2025. We shall review the service again for 2026. In 2024, we approved about 75% of all requests, despite the added pressure to the groups.What are optional hours and how do you accrue them?
   Sometimes, you cannot, or do not want to, use our childcare services. You may make up those missed hours at a later date. To accrue optional hours, you – the parent – must cancel that day’s childcare for your child before 07:30 using the Parent App [Ouderapp]. This procedure applies to our daycare nursery service, our toddler daycare service, our out-of-school care services and childcare on school-free days. Please cancel holiday childcare services for your child 4 days in advance and if your child is ill, please report it to cancel that day’s service before 07:30.Rules for optional hours: how does it work and how can you use them?
   The rules explaining the procedure and the conditions are available here and in the Parents’ App [Ouderapp] under buttons Location → 5. Parents’ App [Ouderapp] → Rules for optional hours [Spelregels uren inzetten].
   We cannot make any financial reimbursements if you cannot use your optional hours for any reason.
4. It is important to report your child’s absence on time; timely reports offer more opportunities
   Unfortunately, we are still facing problems in our scheduling due to a shortage of staff. Please report to us in good time if your child or children are going to be absent for a day. In other words, if your child is away on a visit, on holiday or on a day trip on a day your child would normally attend our childcare services, please report that absence as soon as possible in the Parents’ App [Ouderapp]. You may make up those missed hours later, on certain conditions. These rules explain how it works.In addition, it is easier for Kober if you report your child’s absence in good time. It means that we know how many educational assistants we need to schedule on any given day; in addition, it means we can allow another child to take your child’s place that day if the parents have arranged optional hours – on certain conditions.
5. Closing days
   In 2025, our branches will be closed on:
   • New Year’s Day – Wednesday 1 January
   • Easter Monday – Monday 21 April
   • Liberation Day – Monday 5 May
   • Ascension Day – Thursday 29 May
   • Whit Monday — Monday 9 May
   • Christmas Day – Thursday 25 December
   • Boxing Day – Friday 26 December
   • 2 study days for our staff, the dates of which will be arranged later (please also see the information under the heading ‘study days’)
